In-process inspection software maker Phase3D has signed Phillips Federal as its exclusive North American defense channel partner, a deal aimed squarely at getting Phase3D's real-time monitoring platform installed inside the depots, bases and laboratories where the U.S. military is trying to make metal 3D printing a viable way to produce spare parts on demand.

The announcement, made August 31, pairs two very different kinds of company. Phase3D builds Fringe Inspection, a sensor-and-software platform that watches a metal additive manufacturing process layer by layer, flagging defects as they happen rather than after a part has finished printing — or, worse, after it has failed in the field. Phillips Federal is not a software company at all. It is the government-facing arm of Phillips Corporation, a manufacturing technology distributor with more than 60 years of experience selling into, servicing, and navigating the contracting bureaucracy of the U.S. federal government. Under the new agreement, Phillips Federal becomes the sole channel through which Phase3D's inspection technology reaches defense customers across North America.

Why In-Process Inspection Matters for Metal AM

Metal additive manufacturing has a persistent trust problem, especially in aerospace and defense applications where a single hidden void or lack-of-fusion defect can compromise a load-bearing part. Traditional quality assurance for metal AM parts still leans heavily on post-build inspection — CT scanning, destructive sectioning, or other after-the-fact methods that only catch a problem once the machine has already burned through hours of build time and a batch of expensive metal powder.

Fringe Inspection takes a different approach. According to Phase3D, the platform performs real-time, in-situ measurement of the manufacturing process itself, monitoring conditions as each layer is deposited so that a developing defect can be caught — and potentially the build stopped or corrected — before the machine and the material are wasted on a part that was never going to pass inspection. For a defense supply chain trying to prove that on-demand metal printing can reliably produce mission-critical hardware, catching failures early rather than discovering them in a CT scanner days later is the difference between a production tool and an expensive science project.

Two Very Different Companies, One Sales Problem

The logic of the partnership is less about technology than it is about access. Selling software to the Department of Defense is its own specialized discipline, involving contracting vehicles, security requirements, procurement relationships and a sales cycle that looks nothing like a typical enterprise software deal. A monitoring-software startup, however good its product, generally does not have that infrastructure built out — and building it from scratch inside the defense market can take years.

Phillips Federal already has it. The company's role, as its own federal manufacturing page lays out, is to serve as a technology integrator for government additive, CNC and hybrid manufacturing programs, carrying an established roster of hardware and software partners — names like EOS, Markforged, Meltio, 3YourMind, Materialise and Mastercam appear among them — into federal facilities. Phase3D's inspection platform now joins that same partner channel, giving Phillips Federal a monitoring and quality-assurance tool to pair with the printers, materials and workflow software it already sells into government accounts.

Phase3D Commercial Director Michael Brennen framed the arrangement in those terms, saying the deal gives government customers "a trusted defense partner they already know who can bring Phase3D inspection technology into more depots, bases, laboratories, and manufacturing programs." Phillips Federal President Tim McClanahan described the addition as giving "the organizations we support another tool to improve throughput, reduce manufacturing costs, and strengthen their ability to produce parts where and when they are needed" — language that leans directly into the Pentagon's ongoing push toward distributed, on-demand manufacturing rather than centralized production runs dependent on long supply chains.

Named targets for the technology include the U.S. Navy's Additive Manufacturing Center of Excellence in Danville, Virginia, and the Commonwealth Center for Advanced Manufacturing — both existing hubs for military-focused AM research and workforce development, and the kind of sites where a channel partner with existing federal relationships can plausibly get new software evaluated and adopted faster than a vendor showing up cold.

What It Means for Makers

This deal will not show up on a hobbyist's build plate, and neither company is selling to the desktop FDM crowd. But it is a useful data point for anyone tracking where the serious money in additive manufacturing is actually flowing. In-process monitoring — catching a bad layer as it happens instead of scanning a finished part afterward — is increasingly treated as table stakes for metal AM to be trusted with parts that matter, and defense and aerospace buyers are the customers most willing to pay for that assurance. Watching which monitoring vendors land credible channel partners into institutional buyers like the Navy is a reasonable proxy for which quality-assurance approaches are gaining real traction versus which are still mostly marketing.

It is also a reminder of how differently government AM procurement works compared to a maker ordering a printer online. The technology on offer here — real-time defect detection during a metal print — is genuinely useful and, in various forms, is starting to filter down into more accessible desktop and prosumer monitoring tools as well. But getting that same class of software into a Navy depot required Phase3D to hand its sales process to a company whose core competency is not software at all, but knowing how to navigate a federal contract.

Bottom Line

Phase3D is betting that Phillips Federal's decades of government manufacturing relationships will do more to grow its defense footprint than continuing to sell direct. If the arrangement works as intended, expect to see Fringe Inspection show up at more military and government-adjacent AM facilities over the coming months — starting with the two sites named in the announcement — as real-time process monitoring keeps establishing itself as a baseline requirement, rather than a nice-to-have, for metal 3D printing in high-stakes production environments.
